Hard working and polite county employees are denied recognition while others are unaccountable.

ProblemHawaii County does not solicit public feedback on its employees or the services they provide.

Without feedback, analysis and measurable metrics it is impossible to identify problems and fix them.

Quality workers are demoralized because they go unrecognized.  This impacts employee retention and recruiting. 

Solution - Develop and deploy feedback mechanisms on as many public touch points as possible.

Follow up on resident interactions with email, postal mail and telephone surveys.

Negotiate performance based bonuses with employee unions.

Develop improvement plan processes to help low performing public servants improve.
